Looks like city councilman Ed "Moe" Zastawny got a little testy about the lost deed to the Woerhle soccer complex in Jeffersonville. Moe declared "Don't go to the press and say it's kind of not there or that's not been done."
Well sorry Moe but it I'SNT there and it HASN'T been done as recorded in the city's Recording office where it's SUPPOSED to be. The City Clerk doesn't have the deed either.
The BatBlog isn't declaring any kind of a conspiracy theory here as former council attorney Scott Lewis has come up with a copy of the missing deed. The BatBlog is merely pointing out the incompetency of the former Parks Authority/ City Council led by Moe himself who championed the soccer complex. The deal that brought the glitzy, very expensive soccer complex to Jeff is being looked into by the NEW Parks Authority board...which is checking out the deals made by the former board that was the City council before an ordinance separated the duties away from the council.
It appears that the deal with (Clark Co, Soccer Assoc.) where CCSA will receive all revenue from concessions may not be in the best interests of local taxpayers. It seems rather strange that a deal would be worked where a city owned property gets NONE of the revenue generated by it's own soccer complex. That's just one part of the self serving deal that brought an unneeded, over priced complex that Moe and his minions crammed down Jeffersonville taxpayer's throats. Fortunately for us taxpayers the current City council has changed the possibly illegal position of the former Park's Authority and the council being one and the same entity...
Meanwhile.... Moe Where's the Deed ??? Have you looked in your pocket ???
LOL Maybe if Moe got the hair out of his eyes he could find the deed.
ReplyDeleteThat whole soccer field deal stinks, way too much money and a poor location.
ReplyDeleteCan local kids even use these fields? I heard they are used mostly by professional and semi-professional soccer clubs from Louisville.
ReplyDeleteI have no idea...hate soccer. Maybe Moe will weigh in on this...

Yes. Strange indeed. Wonder why?
The heat is on.
The old "prior agreement", slickly passed
by the former Parks Authority/City Council
needs to be changed by the new Parks Authority.
There must be
a new working arrangement
put into place. The 2017
city budget sessions are looming.
Also, when will it be EXPOSED
what the "GLITZY" excessive soccer compound
COSTS the taxpayers PER YEAR including the unneeded INDOOR arena?
One of the weak justifications to build the glitzy $2,000,000
huge indoor building was that it would pull a lot of teams
to the area and generate a lot of money.
The taxpayers
are waiting for the "claimed return"
on their over $8,000,000 investment so far.
One of the immediate changes to the prior "insider agreement"
should be that he city should receive the income from the
glitzy indoor arena. That Big Time building
did not exist at the time of the secretive
original deed and "agreement".
Questioning Sports Fan/Taxpayer added:
ReplyDelete$$$$
Justifications were made for the $8,000,000 spending on the "GLITZY"
new Jeffersonville soccer digs that it would generate
a lot of funding for the City of Jeffersonville.
The fancy Louisville City "Football" Club
is loosing money according to the Courier-Journal.
They also want a huge glitzy taxpayer involved facility.
I thought that they and other associations
were going to bring a lot of revenue to Jeffersonville?
That was a justification for the extensive construction?

ReplyDeleteThis soccer scandal will go on for a long time.
It is a mess and was unwisely conceived and implemented.
The new Parks Authority needs to act to try to recover whatever they can.
Maybe the 'Glitzy Soccer Digs' can be sold
to recover the $8,000,000?
Maybe to the Louisville City FC
or some other such entity?
The City of Jeffersonville
could then build normal soccer fields
for the children's usage at a better location
at a fraction of the price?
Then control all of the revenue streams?
Don't go to the press with this.
ReplyDeleteThis guy still represents district 2 in jeff. Wish we would of had another option.
ReplyDeleteThis is another instance of special interests being taken care of by tax monies. Very few of locals will benefit or even use this venue. Plus as someone else pointed out it is in a poor location.
ReplyDeleteI'm glad to see the new board investigating the details of this agreement. It appears to be one sided with Jeffersonville and their taxpayers getting hosed...Thanks a lot Moe !!!

ReplyDeleteWhy would district 2 have had another option?
ReplyDeleteMoe is supposed to be a Republican, but he hates the current Republican mayor while him and the last mayor love each other and share a love for spending other people's money. It would be sweet if it didn't cost us.
The last mayor is the Democratic chair, so no opposition for his Republican boy.
Lucky Moe!!
Instead of hammering Ed Z, put your money where your mouth is. Run against him! Obviously he is well liked in his district. No one ran against him in the last election. That says it all!
ReplyDeleteI don't live in Moe's district...plus it doesn't pay enough..
DeleteThe prior Jeffersonville City Council/Parks Authority approved
ReplyDeletea future $2,000,000 expenditure for a soccer arena as a "lame duck council"
last year AFTER the election and just BEFORE they left office...........
There is NO indoor soccer arena being built.
There was a $2,000,000 appropriation by the city council and the old Parks Authority/city council for the arena.
Instead a really fancy PRESS BOX
is being build at the glitzy ALL Weather soccer field......
It certainly does not look like an appropriate level of spending
for a PRESS BOX (with some expensive office space/storage thrown in)
for something for children to use to "report or announce their games".
How much is this glitzy PRESS BOX costing the taxpayers?
How did it get approved?
What will it cost in the future?
I have watched and read many posts on this site and CCC and read the articles in the paper about the soccer field and the improvements there. I am not going to argue the political side of the issue and whether the previous council and parks board acted appropriately, or whether the spending on the complex should have been put off for other priorities. You can't really argue that public safety and improved roads shouldn't be a priority over parks of any type. However, I will say that the complex as it exists today is an asset to the community and is widely used by many people for both soccer and youth football. It is something that benefits our community and I suspect that most of the people complaining about it have never been there. On most days the complex is being heavily used by many people, not just soccer clubs from Louisville. I have been there several times and have yet to see any professional teams using the facility, but I see lots of local teams and families enjoying it. The JHS boys and girls teams use the facility often and it is much safer and nicer than their practice fields at the school. The JHS boys are hosting a tournament there this week. The JHS girls team practiced there all summer. On a typical weeknight this summer there would be at least 100 or more kids of different ages playing or practicing soccer, football or cheerleading.
ReplyDeleteThe facility as a whole is much nicer and safer than it was before the improvements, when it was a mud pit with gravel parking and was much more difficult to get in and out of. The term "glitzy" should be replaced with "functional" and/or "improved". As far as the proposed indoor facility, New Albany just opened a similar building and soccer complex at Silver Street Park off Charlestown Road. New Albany's complex is also an asset to the community and is widely used. Politics aside, these facilities are nice to have locally and will be of greater benefit to the community than they are being given credit for. I look forward to seeing my grandchildren play soccer at CCSA in the future.
Also, the people calling for audits and asking questions about the soccer field should also ask those same questions about the JEFF/GRC baseball field, also called Woerle Field, which is maintained by the parks department but exists and benefits the local little league, in the same manner that the parks department is maintaining Woerle Field for the benefit of the local youth soccer and football leagues. That arrangement at the baseball field has existed for far longer than the arrangement at the soccer complex. We need to make sure that the City gets it cut of every air head, hot dog and bag of popcorn sold at all of these parks department facilities.
The problems with the soccer spending, etc.,
ReplyDeleteare not answered by the "misdirection posts".
IF the "misplaced" deed has finally been located,
the secret agreement has been exposed,
then control of the soccer activities
and other Parks Authority activities
can now being properly asserted.
The next step is to quickly re-negotiate the prior agreement between
the soccer association and the city.
How much is the total amount of the delinquent sewer bill
due to the city, not yet paid by the soccer association,
and waaaay overdue?
The city must be paid for the long delinquent sewer bill
due from the soccer association.
Why is the ritzy press box being built anyway?
What is the still hidden plan for the Indoor Soccer Arena?
You know that it is not dead, just smooooothly delayed....
Check into it.
Great educational post about our excellent soccer facility!
ReplyDelete"Misdirection" was not the purpose of the post. I am not a politician and as I stated, I didn't intend to argue or debate the political side of the issue. I certainly don't condone shenanigans by the council or parks authority, Mayor, or anyone else to get pet projects approved and spend our tax dollars. My intent was, however, to point out that the facility is useful, it does benefit our community and that many people seem to be enjoying it. The facility has been called lots of names and derided as though it were a negative and a waste of tax dollars, along the lines of the "weeds" planted in the middle of 10th street which were subsequently dug out and thrown away, which is not the case.
ReplyDeleteI would agree that if CCSA has a delinquent sewer bill, then it should pay that bill.
There is no doubt the soccer facility is a nice complex The BatBlog has never questioned that ...and though it is in a poor location it is a fine facility for local youth.
ReplyDeleteThe BatBlog has questioned and still questions the huge amount of money spent on the facility and the way the whole project came about. Until the current Jeff City council separated the Parks authority from the council...the previous council/parks board was operating in a questionably illegal manner. Separation of powers was totally disregarded as the previous council /board was acting in both an executive and executive manner in regards to the soccer complex.Which is totally unethical if not illegal...
This plus the fact a nice facility could have been built at a fraction of the cost should have taxpayers and voters up in arms over blatant waste and ethical reasons. That whole former city council who voted in favor of the project should be held accountable in future elections...Unfortunately there is a blase' attitude by most voters on these type of issues...
Plus this current post wasn't about the soccer complex per se...merely pointing out the incompetency of Ed "Moe" Zastawny and the former Park's authority board...

Well said, sir!
That should have been executive and "legislative" manner. The council is for funding and passing ordinances NOT putting forth projects. They allegedly acted illegally and beyond their scope of powers by implementing then funding their OWN project completely unethical and well beyond the "separation of powers" our country is based upon...
