Politics as Usual in Clark County...

 
 
   More politics as usual in Clark Co. as once again the party caucus system gets it wrong. Lead by party chair Tom Galligan local Democratic precinct committee persons chose to appoint Barbara Bratcher Haas to replace long time, well respected Democratic Sellersburg Clerk Treasurer  Dave Kinder who recently passed away.

  Nothing against Ms. Haas as she has served honorably in several political positions in the past here in Clark Co. but apparently Mr. Kinder's dying wish was for his Deputy Michelle Miller (R) to fill out his term until this November's election where Ms. Miller is on the ballot for the Clerk/Treas. position.

  It's pretty sad  when a long time loyal , well respected  Dem. who served admirably like Dave Kinder did, has his dying wish snubbed by fellow Democrats all in the name of politics. The honorable thing to do would have been to honor Mr. Kinder's wishes and allow Ms. Miller to fill out his term, but no this is Clark Co. and the same caucus that appointed John "Toxic John" Perkins as county commissioner got it wrong again.....

  To add insult to injury as reported by the News/Tribune Ms. Haas had made it known that Ms. Miller would be replaced along with her assistant in the Clerk/ Treas. office....a sorry state of affairs and another black mark on local politics.

  The BatBlog has stated before it's time to give Dem. party chair Tom Galligan a plague. thank him for his service and move on . Under his leadership the local Dem. party has sunk to record lows both politically, ethically and at the ballot box. Republicans will continue their dominance and record beat downs over the Dem. party until Galligan is removed or does the right thing and retires.

  2. Kinder was a loyal democrat and it is disgraceful for galligan and his cronies to disregard his wishes. For galligan it is all about trying to manipulate positions for his butt buddies.

  3. Indiana State law directs that the political party of the person whom
    vacates an office conducts the replacement process. The party can have the precinct committee persons select by caucus the replacement or give the selection power to their party chair.
    The legal requirement was followed properly.
    Had another political party held the office at the time of the vacancy
    they would have been required to follow the same legal process.

    Remember, for example, that the two vacancies on the Jeffersonville City Council
    were Republicans and Republicans were named to be successors.

    It is done the same, uniformly, and properly throughout the entire State of Indiana.

    Wasn't a vacancy on the town council in Sellersburg was just properly replaced by caucus of the Republican Party earlier this year.
    Trying to twist this just won't fly.

  4. The state law tells HOW you can fill a vacancy....technically it is NOT REQUIRED to fill by party caucus. If the position was not filled within 30 days than the decision reverts to the city council of the town, city effected ....Sellersburg town council in this instance.

    You can spin it any way you want, but in this case apparently Kinder specified how he wanted it filled and it was legally permissible for the town council to choose his deputy Ms. Miller which I'm pretty sure they would have done...

    Yes Galligan was within his rights to fill the position by caucus but it wasn't mandatory as he leads you to believe. He had a choice and he chose the unethical choice (IMO) to go against the wishes of a loyal, well respected Dem. office holder.

    The only conclusion you can come to is Galligan chose politics over the dying wishes of a fine man who gave much more loyalty to his party than he received back from them...


    Your comparisons of the of other openings just don't fly either, these were openings created by people moving to other positions and there was no dying wish from a honest, loyal and true public servant like Mr. Kinder was....

  5. Attempting to manipulate the chairperson's correctly followed procedure
    by anyone is not proper.
    The current Democratic County Chair has obligations
    and he followed his responsibilities and the proper legal procedure.
    He had an obligation and an ethical requirement to do so
    and he acted in the correct manner.
    Dave Kinder was a very good person,
    but trying to spin this against the correctly handled filling
    of the vacancy just won't fly.
    The Republicans fill their vacancies with Republicans
    and the Democrats fill their vacancies with Democrats.
    It is not nice and disrespectful
    to intimate other wise.

  6. I never said the procedure wasn't followed correctly or legally.

    My contention is there was an option available...Galligan isn't required to fill the opening as can be interpreted by the law...

    Valerie Warycha, spokeswoman for the Indiana Secretary of State's office, said the law is written with room for interpretation. Because the statute outlines procedures for vacancies lasting longer than 30 days, some can interpret that a caucus is not legally required, she said.
    "The law just tells you how to do it," Warycha said. "I guess technically you could say that you don’t have to."

    All he had to do was wait and let the Sellersburg town council select Ms. Miller as per Mr. Kinder's wishes which would be in the best interest of the town of Sellersburg since she knows the job and the area.

    Galligan could still caucus in Haas for the Nov. election ....and everything he did was legal just not ethical IMHO....

  7. Another thing is this vacancy is for less than 3 months when the election will be held.

    What is in the best interests of the people of Sellersburg ?? Bring in a newcomer with new employees ?? Or allow someone who has faithfully done their job for Mr. Kinder for 24 years continue until the election??

    It seems pretty obvious the people of Sellersburg and Mr. Kinder were the victims of political cronyism.

  8. The only political loyalty you have in clark county democrats is if you are loyal to Boss Hogg Galligan. Why hasn't he caucused anyone to run against his buddy a rep. Ed Z.

  11. I understand that there is another top notch candidate
    intending to file for the county council slot.
    Others, as in the Sellersburg open job, are also allowed to file.
    It will also again be handled responsibly and ethically by the Democrat Chair and precinct persons.

  12. Both Jamey Noel, the Clark County Republican Chair
    and Tom Galligan, the Clark County Democrat Chair
    are doing a fine and proper job of filing the various office vacancies.

    There are always contentious, negative "nay sayers"
    critical of the selection process
    that had someone else they wanted for the various jobs.
    Some are even jealous! It is the nature of the competitive process.....

    The selection process is done very well by both major political parties.

    Chair Galligan lets anyone file who wishes to seek the job
    and I assume that Chairman Noel does as well.
    Open, not restrictive, and transparent.
    The precinct persons of the various districts properly decide.

    They are to be commended!

    There seems to be a serious developing problem
    allegedly
    with the way the new tress were planted in the Big 4 Bridge Park.
    Some of the trees are allegedly already in serious trouble.
    The mayor's office is exposing the problem.

    Dennis Julius voted to approve the 2011 Walnut Ridge contract for a total of $618,000.00. Julius owns part of that company which has been paid almost $1,000,000 from the taxpayers of Jeffersonville over the course of the last 5 years. Additionally, Julius has never voted against the possibility for his company to benefit from city contracts.

    "Dennis Julius should find a way to explain to Jeffersonville taxpayers why he has continued to vote in favor of pocketing their hard-earned money instead of playing politics with their safety," continued Burgess. "If Julius wants to lead so badly, he should immediately return the hundreds of thousands of dollars that he has voted to give himself in city contracts."
