This is how bad neighbors behave. Fresh off losing a 5-1 vote to sell 12 acres to Greater Clark on Tenth Street for a bus compound, Paul Fetter, who is the Town Board President of Clarksville ordered a Jeffersonville street demolished. Clarksville has no legal authority to shut down a Jeffersonville street and Jeff businesses....and yet he did. Coincidentally the new Clarksville Town Board Attorney is none other then Greg Fifer, who represents the Auto Auction and Greater Clark Schools. BAD NEIGHBORS, BAD POLITICIANS...BAD FOR CLARK COUNTY.

This is a call to arms., general Moore needs you... HT and the BatBlog has already called City Hall and enlisted to lead a major initiative to put down Clarksville for good. The BatBlog and HT are seasoned war veterans (HT former Navy Seal) who have defeated GAW and Goliath and has practically shut down the Clark County Chatter as irrelevant in the blog wars. HT also has volunteered to take out Fifer, HT has already taken him out on the Chatter and even though HT is getting older he knows he can take his scrawny, weasel ass.... We will do our duty to bring down Clarksville....
HT's 6 Point Plan to Victory
1. Shut down I-65 just past the Jeff exit and barricade Veterans Pkwy. on the Jeff side...this will keep suppliers and customers out of their jillion stores and kill their economy...
2. Capture Walmart this is were most Clarksvillians go for supplies...this will bring them to their knees...
3. Have Tom Galligan and John Perkins and NHBSM move to Clarksville this will kill their political infrastructure.
4. Burn down Theater X and build a wall to block Thunder over Louisville from Clarksvillians... this will destroy their main entertainment outlet and put Evangelicals on our side of the war...
5. Trade Ed "Moe " Zastawny for Paul Fetter this will increase the collective intelligence of Jeff and decrease Clarksvilles ....then put Fetter in the Clark Co. jail as a paricipant in "60 Days In" and while he's in jail take his new property for the Car auction and give to GCC schools...killing two birds with one stone...
6. Finally annex the whole damn town and raise their taxes like Jeff has done in the past to other infidels....

This should be an easy victory as Clarksville isn't nothing but a town ...hell they don't even have a mayor/ general...After our victory we take the captured Colgate Clock and place it in the Big Four Landing Park to remind Clarksville to not f _ _ _ with Jeffersonville ever again....

The long term manipulative efforts by GCCS
has ENSNARED poor Clarksville's Mr. Fetter into the widening war.
GCCS has an astonishingly bad PR problem and now they have directly involved
Mr. Fetter from Clarksville in the problem.
GCCS has a current $140,000,000 bond debt of borrowed money.
They have a huge $96,000,000 a YEAR additional budget.
They attempted an additional new special projects
bond debt for $120,000,000.
It was soundly rejected by a public referendum.
War Clouds Approached
GCCS should have learned
from the resounding 50 percentage point DEFEAT , 75-25%,
of "the outside the tax levy" additional $120,000,000
bond debt proposal put before the taxpayers.
They did not.
Instead they "doubled down".
GCCS issued additional
"special project revenue bonds" totaling
another $4,500,000,
which is borrowed money,
to pay for a radio and TV stations.
The bonds were issued "serially" in amounts
of less than $2,000,000 for the "special project"
so that a $2,000,000 limit was not breached
which would statutorily require
the approval of the taxpayers
in a public referendum.
Then, GCCS involved Mr. Fetter,
an elected political member of the Clarksville Town Council,
by planning to issues several bonds each held under
"the public referendum triggering $2,000,000 threshold"
to purchase land and buildings from Mr. Fetter, et al.
Mr. Fetter is to receive around $3,200,000.
The published totals of the spending
of additional borrowed bond special project money
was claimed to be around $6,500,000 for a bus lot.
The GCCS persons have also announced plans
to issue another $63,000,000 in general revenue bonds
for a laundry list of ADDITIONAL "special projects".
Each of those bonds which will also be paid off by the tax payers
and are also to be held under $2,000,000 each to avoid
the public referendum trigger.
The DLGF will probably "cough up" the opinion
that the sophisticated maneuver of issuing MULTIPLE
special project bonds each craftily held under the $2,000,000 limit,
for the total of almost $75,000,000 in bonds that must be
paid off OUTSIDE the tax levy,
is allowable.
Moral? Ethical? Legal?
Terrible Public Relations.
It is felt by some observers
that "the spirit of the enabling statutes
is being evaded" to avoid the public being
allowed to vote on the issuance of the conceived nearly $75,000,000
in special project revenue bonds.
Some in Indianapolis do not trust nor like the DLGF.
There is legislation being drafted that will change the wording
of the current enabling statutes to block any future use
of the practice of using a slick avoidance technique
to keep the public from having direct input into the expenditures.
The legality of the avoidance techniques has NOT been tested by judicial review. That may be necessary.
Some say that the DLGF is being "set up"
to get involved in this serial bond issuance method
for "multiple special projects" so that there will be
a greater focus on the potential abuses.
Legislation has been drafted
to address these state wide concerns
and will introduced in the next session
of the legislature. Powerful interests will oppose it,
but there is strong sentiment to rein in the "sophisticated
evasion techniques" by some crafty polticos.
The significant PR nightmare for GCCS will continue.
GCCS should hire Savile Row as a consultant.

Meanwhile, HT seething he been scooped TWICE just the past week! Sorry about that. Of course Bat Blog IS head and shoulders over CCC. But what does that really say for you HT?
