Update: The GCCS Bus Compound

Can I park my 150 buses here ???
The Batblog has obtained a copy of the flyer (see below) by Greater Clark Schools Superintendent Melin, inviting residents to an open house to explain the GCCS's position on the proposed school bus depot. Mr. Melin once again has put on his politician's hat to try and sell a poor proposal and decision by the GCCs administration. Mr. Melin can talk himself blue in the face and local residents still aren't going to buy into the plan to locate the bus depot at the Clark Co. Car Auction property on E. 10th St..

 Much like the earlier school referendum this plan should crash and burn just because it is not wanted by the public. Unlike the rubber stamp school board that buys into everything Melin sells, the public is pretty savvy on what is needed and what is good use of tax dollars...this deal is neither.

The good news for Melin is he doesn't have to convince the whole electorate this time, only the Jeffersonville city council/ zoning board. In the past year 2015 the council led by Ed "Moe" Zastawny made some stupid moves eliminating Jeff city court and spent an obscene amount of tax dollars on a soccer field, so who knows what will happen with this rezoning request ??? This years council has some fresh , new smart faces and hopefully they will do the right thing and say "NO" to the zoning proposal....

Dear Neighbor:

Greater Clark County Schools has filed an application to change the zoning from “C2” (Commercial) to “IS” (Institutional Uses) on the Clark County Auto Auction property located at 1611 and 1620 E. 10th Street, currently owned by Fetter Properties, LLC. We plan to use the property for a transportation service center and a maintenance facility. We are inviting adjoining property owners to an open house to learn more about the proposal. This open house will be held in addition to the established procedures of the Jeffersonville Plan Commission and Board of Zoning Appeals. The open house will be held on March 14, 2016 from 5:30-6:30 p.m. at Clark County Auto Auction, 1611 E. 10th Street in Jeffersonville. During this time, representatives of Greater Clark County Schools and Fetter Properties, LLC will be available to explain the proposal and to answer questions. If you are unable to attend, please feel free to contact me at your convenience for further information about the proposal.

  5. This plan will kill Tenth Street. No doubt, we have our work ahead of us changing the environment of the city's busiest street. With that being said, I'm committed to to bring Tenth Street back to life. With reconstruction slated to begin later this year, we are bringing new incentives to attract new restaurants, shops and entertainment venues back to the most traveled road in our city. I'm putting every ounce of energy into this project. Please join me in fighting for the future of our city.

  6. Notice how the meeting is on the car auction property. Nobody wants this deal to go through worse than Fetter. He stands to make a killing on the taxpayers dime.

  9. I totally agree with Mayor Moore. We all are investing a great deal of money to attract new businesses. Do we really want the main street of Jeffersonville to be just bus barns and vacant buildings? Let the Mayor's redevelopment commission do it''s job and make 10th St a destination not a way to get somewhere else.

  12. GCS does NOT have the money to buy this property -- whether it is in a good location or not. They are dividing the property into two separate parcels -- one on each side of 10th Street so they can allocate the $3.2 million purchase price into 2 pieces of less than $2 million dollars each. Then they can issue 2 general obligation bonds (DEBT) and pay for it without going to a referendum. They want people to think that the property on the north side of 62 with an 11,300 square foot building is worth $1.9 million while the property on the south side with only a 1600 square foot pole barn is worth $1.3 million. Does Melin REALLY think we have STUPID written on our foreheads?? And shame on this Board for going along with this --- not one of them has the courage to say NO. It is no wonder that GCS is losing students -- enrollment down by 222 -- and Melin plans to cut 15 teachers next year. The Board and Melin are the worst that GCS has ever had.

  13. Yeah that's another thing thats disturbing about this proposed deal. Fetter appears to have manipulated the prices on the individual properties in order to stay under the 2 mil threshold and make the deal easy for GCCS to pull off...

    I'd bet the same prices aren't available to a private buyer...

    This just one of the things that doesn't pass the smell test and you would think a competent school board would have seen this...

  16. I agree with the mayor this bus facility would kill any future development in this particular stretch of 10th. It is already sketchy the buildings and few businesses in this area. No attractive business or smart businessman would want anything to do with developing anywhere near this.

  17. When I think of 10th street all I see is so many businesses that once were. Every time something opens it, it usually runs its course than closes down. I can think of many "eyesores" in Jeffersonville that need the Mayors attention, but I guess it has to create revenue for the city or it goes on the bottom of the list. Well, at least we have those new fancy police and fire stations.

  18. Free advice: the mayor needs to stop with the "it will kill 10th St." Too firm and declarative and will backfire if the bus depot lands there over his objections.

    "It will make things more difficult..." "It will set us back..." Something more nuanced and less final would be wise.

    both comprehend the best land use policy for 10th Street.
    That was confirmed today.

    The question becomes
    "Why is the current GCCS board of trustees
    not more knowledgeable about this unwise attempt?"
    What is really going on?

    "Concentric Zone Theory"
    A diagram of the ecological structure which, in the words of its author, ‘represents an ideal construction of the tendencies of any … city to expand radially from its central business district’ ( R. Park and and E. Burgess , The City, 1925)
    . The theory posits concentric zones round the central area, defined by their residential composition, moving from the very poor and socially deviant, in the inner zone of transition, to a peripheral suburban commuter ring.

    Burgess himself argued that this structure is the result of competition between users for land—a process analogous to the ecological competition between biological species for territory. In human societies, these ‘biotic’ processes are overlaid by cultural processes, which limit the conflict and social disorganization resulting from unfettered territorial competition. Control is exercised through the division of the population into distinctive groups, defined by common ethnic identity, occupational status, or economic position. Within each zone, groups occupy particular natural areas, so forming an ‘urban mosaic’ of local communities. Social and economic mobility cause changes in the pattern of territorial occupation, via the ecological processes of invasion, domination, and succession.

    This model is an ideal type. However, geographers and economists subsequently proposed more complex diagrams of urban structure and typologies of the natural areas, aided by the advent of large data-sets and computer technology.

    INVASION–SUCCESSION MODEL: URBAN ECOLOGY.

    Essentially, the bus storage lot idea
    for 10th Street is an atavistic and unsound proposal
    for the 10th Street location. The GCCS power brokers should know better.

  20. Remember Clarksville town council member, Paul Fetter is either a part owner or manager at the auto auction.

    I'm betting we see a quid pro quo of some kind and it'll really be Clarksville taxpayers buying the 10th St property (via TIF funds?)

  22. Im not an expert but here's how i could see it work.

    GCCS buys Auto Auction site, with taxpayer money borrowed of course.

    Some point in the future, Clarksville town council or redevelopment gives GCCS a large amount of money, possibly because of all the $$ their TIF steals from them.

    Like i said, quid pro quo.
