Jeffersonville's Kangaroo Court

Looks like in the process of eliminating Jeffersonville City Court by last years Jeff City council they forgot one thing... how to process violations and traffic citations...Duh !!!
That's right in the  stupidest decision in the history of Jeffersonville politics ,  the council  has allowed violators of city ordinances to get off scott free by eliminating the court.

In what must have been a light bulb moment Matt "LapDog" Owen  (who authored the move to eliminate the court) has come up with a new "violations bureau" in order to collect fines from violations and traffic tickets. In an interesting ironic twist this new "violation's bureau" will be headed up by Vicki "The Judge" Conlin who many feel responsible for the political hatchet job that eliminated Judge Pierce and the court.

Vicki "The Judge" assures us that all monies and fines will be now be collected. The thing is this new "Kangaroo court" will be lacking one minor detail ....called due process. Where in the past you could contest a citation or ticket ....in "Judge" Conlin's new Kangaroo court you are guilty unless you want to create another step and I assume go through the process of appealing to Clark Circuit court. Which will clog the already overburdened Circuit courts with frivolous traffic citations and violations that was in the past taken care of by Jeff city court.

Already "The Judge" Conlin has asked for additional help and funding and when you add the 10's of thousands of dollars of lost revenue from fines that couldn't be payed because there was no entity to pay them to. You have a monumental stupid move by the former council that was supposed to be for fiscal considerations. Everyone knows it was a political hack job and moves like this keeps Jeffersonville  looking like idiots ....Thanks again "LapDog" and of course Moe Zastawny....

  4. Owen would still be busing tables if it wasn't for Noel giving him a job. In return Noel gets the votes he wants.

  5. The esteemed late C.G. Read, attorney at law, had a legal term for this situation...this is, what's known in legal circles as, 'a goat f*ck'.

The learned Goliath is sooo correct.
Another term utilized by the scholarly C.G. Read is "psychic vampires"...
The council that attacked the city court certainly qualified as those.

    However, the rumor tonight
on West Court Avenue is that Matt Owen and several of the council members have seen the error of their ways.....

  9. No wonder democrats can't win a damn election around here, Conlin gets her panties in a wad and gets one of her fellow democrat position dissolved. She should be thrown out of the party for that one. Pierce was a good guy and judge and one of the few democrats who could be elected around here. Jeez!

  10. You get what you pay for or elect. Many in the legal community (who would know better than anyone else) told them this was a mistake...Instead a busboy and an insurance salesman etc. decided they knew more about law...you can see what we are dealing with here.

I wish Dustin White who is an attorney had been on that council, he may have convinced some otherwise...others no hope...Like talking to a rock...

  11. Anonymous, you are quite right. It's become a 'wisdom' to say that the Democrat party has failed or faltered due to aging, used up leadership such as Galligan, Perkins or others of "the downtown crowd". But another and now more dominant problem is the factionalization of the Dems. This City Court fiasco being the most prominent and disastrous recent example. Conlin went to war against her fellow DEM. Some sucked up to her in hopes of having her help (See Dennis Julius for Mayor Campaign) and went along with the travesty. Isn't it stunning to think that Julius MIGHT have won his race if Pearce's voters had been drawn out to vote? But in the end Julius torpedoed the Court. Now we see that Conlin is talking about how, if you are cited by the police for an ordinance violation, after 90 days and two or three 'letters' from the City, the city can decide to file a lawsuit against the offender in Judge Weber's court. LOL !!! BTW that Court is swamped with the overcharging prosecutor's office and the influx from City Court. The promises of 'a new Circuit Court' have failed....and the TRUTH is....violate the code all you want...it will be months or YEARS before the City can enforce it's law.

Just don't say you weren't told what to expect.

  13. When Pierce and Vissing, Popp, and Bottorff spoke before the council, trying to get them to keep City Court, why didn't Pierce think to advise about there would be no way to collect on fines, and ordinances?
That would have been a great argument!

  14. I have to sat that I am enjoying watching the disastrous mess that the city council caused.

  15. Add Mickey Weber and Judge Brad Jacobs to your list of those who spoke out against closing the Court and, yes, this issue was mentioned. However, no arguments were listened to seriously. If you went through this, it was quite clear the minds were closed.

    1. Yes "their minds were closed" because this had nothing to do with common sense (which the former council had very little of) or what's best for Jeff and Clark Co. or what constituents want ....This was a political hack job led by "LapDog" Owen who in all honesty was probably told what to do...He has neither the gonads are smarts to draw this up on his own...

  16. Their minds are always closed -- unless it benefits them directly!! --- like raising their pay or giving themselves basically free family insurance... certainly NOT public servants..

  17. I can attest to Owen's mediocre smarts per family and friends who were either classmates or teachers of Mr. Owen. Unfortunate, and a joke, for the city but perfect for the person who pulls his strings.
