Popplewell ...Cover Up and Conspiracy ????

 
A reader in a earlier thread has chastised The BatBlog and one of our readers (Mr. Gray) for spreading "conspiracy theory" rumors in last week's story on Mike Popplewell. First of all The BatBlog has no idea whether or not a cover up or a conspiracy was in place in an attempt to protect the integrity and embarrassment of those involved... including the Clarksville Police Dept. and chief, Sheriff and GOP party chair Jamey Noel as well as Clark Co. prosecutor Jeremy Mull. While there is no proof that any cover up exists, the circumstances, the timing of , and the way all of this came down is rather peculiar.

 They're had been rumors but no official announcement by the CPD about Popplewell's alleged transgressions involving a credit card even before the election where Popplewell was elected to the Clark Co. council. Most odd though was the way Popplewell's latest alleged theft from Walmart was announced and handled ...not by the CPD or any law enforcement agency but through e-mails from the town council attorney to council members.

 It was reported and also doesn't it seem strange that supposedly Walmart wouldn't press charges if Popplewell resigned from the CPD. Since when does Walmart dictate policy and disciplinary action for the Clarksville police department and or the Clark Co. prosecutor ??? Shouldn't this have been announced and handled by the department chief or sheriff's dept., or immediately turned over to the county prosecutor ???

 In the meantime while this was all quietly going on ...Popplewell was sworn into his seat on the county council as if nothing had ever happened. Only after the Indiana State police looked into this was charges brought down by Jereny Mull Clark co. prosecutor this past week.

Popplewell's attorney Larry Wilder told WHAS-11 News "  he and I are both hopeful that he will not be treated any differently than any other citizen in Clark County that has stumbled as he has. "  That statement in itself is a joke...any ordinary citizen would have been arrested and charged on the spot and more than likely jailed. Wilder's client seems to us to have gotten preferential treatment because he was a police officer and a cover up that may have happened.

In conclusion, until their is a complete investigation of all parties involved and the facts come completely out, it is reasonable to believe by the way things happened that there may have been a cover up and conspiracy to protect those involved...

 If it walks like a duck, talks like a duck ...it's usually a duck or in this case a cover up...if it occurred (cover up) how deep it goes and who was involved ??? That remains to be seen....Stay Tuned.

  7. Hat's off to Jeremy Mull and Sheriff Noel for handling it correctly. The Clarksville PD should not be mocked because they did not investigate it. It was handed off to ISP. That's proper. The only questions I have are whether the other rumored incidents occurred and are they being looked at and whether the 'family member' that took some of the allegedly stolen items is being looked at.

    3. Ultimately it was done correctly the investigation by ISP...But I wonder about the timing ???

      Was it turned over to ISP immediately ??? or did they wait until questions arose by the way it was handled ???

      Very peculiar the original announcement that no charges would be filed if he resigned...

    4. Peculiar is an understatement. I don't think the state police got involved until Noel got involved and decided Popplewell needed to go. Being a former trooper I'm sure one call is all it took. And I still don't understand how Walmart had the power to control if charges were filed or not ?

    5. Mr.Gray for someone who claims to know so much you clearly know so little. Its very simple Wal-Mart had the choice to prosecute or not. Clearly they agreed not to in the beginning and then chose to at a later date. Had the prosecutors office pursued charges without the cooperation of Wal-Mart they would have never gotten a conviction. NO VICTIM - NO CRIME. Thats how that would have been looked at until Wal-Mart cooperated.

      What Mr Popplewell did was foolish, disgusting and criminal. He is now facing those consequences. Further more the fact that all of you believe that every shoplifter in this area is arrested on spot is down right comical. While you may believe that what Wilder said is a joke, Mike Popplewell has now suffered far more than any of you would if you got caught doing the same. He has now lost both of his jobs, his reputation (if he had one) and his children will suffer a great deal of pain from this. Any criminal conviction will just be another notch in his bedpost. I truly do not believe the state police got involved for any other reason than at the request of Mr Popplewell's ex wife Natalie whom while spending time blasting her Husband on Facebook was causing family drama of her own sleeping with a Married Man.

      I deal in facts not the BS that you spread. While I far from agree with everything Chief Palmer does it would be difficult for any of you to argue he has not made positive changes. Most of the incidents you are complaining about with Popplewell took place before this administration and this one was handled as it should have been with him being removed from the police department.

      It is clear from reading on here that no one would do anything good enough for most of you. Noel's time in Office will be labeled a success in the eyes of most people. More has been done in two years than was done in the previous eight. While Mr Gray seems to have an inside look at the Office he appears to have a chip on his shoulder for it. I would love to see what actions he would take to handle these things he speaks about.

      Say what you want Mr Taxpayer Noel's 1000 vote victory with turn into a landslide next election as the Public is generally very happy with what they are seeing. Despite what the same 5 or 6 of you on here choose to say. Transparency has been brought to the agency, The Officers have nicer equipment and while not perfect there is a direction. While speaking with some of the Officers , I notice they are not 100 percent happy all of the time but they are at the very least proud to work there again.

      While I would love to continue to post my opinion on here I have a job to get back to.

    6. With the State police taking the case and evidence to prosecutor it shows maybe Walmart did want to pursue, and the prosecutor has the final word on prosecution. Even if Walmart had said no the prosecutor could still file charges with good probable cause if he wanted.

      All the events didn't occur during the previous administration. The Popplwell credit card fraud did occur under this one with no criminal charges filed. This is where the cover up accusations originated, not the Walmart theft.

      And no chip on my shoulder in regards to Noel and his gang. If there is wrong doing it should be addressed and handled properly, not shoved under the rug like is done. His third in command has committed battery, intimidation,confinement, and harassment towards some of the deputies and nothing done, just doing the job he was hired to do. Should have been charged and fired just like Popplewell should have been over the credit card deal. There you go, that's what I would have done.

    7. The response you just wrote again shows your lack of understanding the prosecutor does NOT file charges without cooperation from the victim. The fact of the matter right or wrong is that Wal-Mart made a deal with the town and then they decided they didnt want to stick to it (which they had a right to do). Dont blame this on Noel, Dont blame this on Palmer. This is Mike Popplewells fault. I would love to see you guys hold yourselves to the same standards you hold them to.

      As far as Noel and his number 3. I assume I know who you are and I also assume that if I dont I at least know who your source is. That situation has been blown out of proportion and you continue to make something out of nothing.

      The way this was all handled gives the indication of a cover up... A news conference or report to the press was all that needed to inform taxpayers ...Open communication is always the best choice...

    11. I still have a hard time believing that Walmart would even suggest that they wouldn't press charges if Popplewell resigned...

      That may have been the case as he did resign but my guess it came from somebody with some authority to ask for his resignation... I don't buy for a minute that Walmart just changed their mind and everybody else I've talked to feels the same way...

      You have to believe there was a lot of politics being played behind the scenes...

  12. Popplewell had his first court date yesterday. Wilder says he takes responsibility but will not plead guilty.

    a defendant cannot enter a plea of guilty
    at the Initial Hearing.

    Larry Wilder, Attorney-at-Law,
    is a very good lawyer.

    Former Clarksville Police Officer Popplewell
    is in a very difficult situation and has caused a lot of grief.

  16. I, for one, would like to see an investigation of the entire department. How does a guy take another officer's credit card information and make unauthorized purchases with it and end up with just a 3 day unpaid vacation from work? Why just 3 days? Because more than that then it would have to go before the commissioners. I really hope it ain't so, but something stinketh.

    Question for the Learned Bat Blog Enthusiastics
    (and certain others):

    IF a person used the slur term "f'n moron",
    how would they be able to define a good lawyer accurately?

    Isn't the term labeling cool Bat Blog posters
    as "f'n morons" a derogatory, inaccurate, biased slur towards them?

    I don't think that being cognizant of Mr. Wilder's vigilant and noble efforts
    on behalf of accused persons should make someone be besmirched
    as a "f'n moron".

    To the contrary, it would seem that appreciating
    the efforts of very hard working, dedicated attorneys
    like Larry Wilder should be applauded!

    The school corporation already has a vast budget
    and letting them directly influence the Executive Branch of city government's
    RDC with a voting member is preposterous.

    It harms the citizens of Jeffersonville.
    It is not a wise method to operate a government.

    Who would try such a strange thing? Indeed.

    Should the Executive Branch be given the statutory authority
    to appoint a member of the city government to the GCCS board of trustees?

    Let's see...the city council, the Legislative Branch of city government,
    already has stealthily acquired TWO of the five appointments
    to the RDC.

    If the school corporation is handed a voting appointment
    to the Executive Branch function of the city's Redevelopment Commission,
    then the Executive Branch
    would have a minority of appointments (only 2 of 5)
    to its own RDC !

    The Executive Branch should have five of five appointments
    to an Executive Branch Commission.

    Does the Executive Branch appoint voting members to the Legislative Branch,
    to the city council?

    This power grab
    is harmful to the economic growth
    and prosperity of the citizens of Jeffersonville.
