Saville Row is probably as well versed on City and state statutes and the local political scene as anyone. He's forgotten more than NHBSM pretends to know, as Not Honest has a tendency to play loose with the TRUTH...
A solution:
The current council can begin to assist in taking substantial steps toward solving
the soccer filed complex
spending mess:
1.) The current council members resign from the parks authority.,
2.) "A recreation board is established" (under IC 36-10-5-2 subsection (b)(2)(B), )
..."consisting of five resident freeholders (citizens) appointed by the
City Executive".

The BatBlog agrees with Saville's Row "solution", it is needed and would be wise to implement. The city council has no business making executive branch decisions, their function is to operate as the fiscal and legislative side of government business and nothing more....
While Savile Row's idea would be a prudent move, this is Jeffersonville and there is to much behind the scenes political posturing, too many fragile egos and jealousy for this too happen. Unfortunately for Jeffersonville taxpayers and voters these things happen to the detriment of any opportunity for an efficient government that works with and for the people.
The only thing the people can do is remember the foolish wasteful decisions by this inept City council at the ballot box this year....and as always.... Remain Vigilant My Friends....
Being head over the parks authority is Ed Z's way of playing mayor. He is jealous of Moore and this small bit of responsibility makes him feel important. He will never allow the council and parks to be separated.

Correct anon. When Jeffersonville, through annexation, became a second-class city the Parks structure changed. Grooms introduced legislation that allowed Jeff to do what they are doing. Grooms is to blame for this fiasco.

This is not how the checks and balances of government are supposed to operate...Groom's bill should be repealed....

66. That IC 36-10-5-2 does not apply to the City as the City did not become a Second Class city

So what your saying Savile is that by Indiana statute the City used the wrong census in determining to be a 2nd class city thereby negating Jeffersonville's 2nd class City status and the dual Parks Authority/city council status ?

I understand that the city did use the correct census to become a Second Class city. It looks like the City is asserting in its court pleading that the Council used a state statue to structure a "parks authority" that claimed the 2010 census was utilized. The City in its filing said the Council utilized the 2000 census and claims that the 20102 changes to IC 36-10-5-2 under which the "parks authority' was created do not apply to Jeffersonville. The City us asking the special judge to direct the Council to establish by ordinance a "parks commission" that is appointed by the Executive Branch.
